3-year old Virginia girl wounded by neighbor cleaning his gun

Keneja Long, age 3, with mother
3-year old Keneja Long was in her apartment when a shot rang out.  She was shot in the arm by a bullet that came from the apartment above.  Her neighbor, who is in the Navy, was cleaning his gun when it discharged.

No charges were filed, and there is no mention of the gun being removed.

From an article:
A resident of a nearby complex, Stephan Scott, told 13News a man in the upstairs apartment was cleaning his gun when he accidentally fired it, hitting the child in the apartment below.
"This is horrible, people need to be more careful with guns," said Scott, who is a friend of the girl's father.
Wednesday, 13News talked with the child's parents.  Father Eric Long confirms that story.  He said his neighbor is in the Navy and was cleaning his gun.
Keneja's mother, Lekesha, says "The gun shouldn't have been loaded.  Thank God that bullet didn't hit my daughter in the head."
Police said no charges have been filed, but the incident will be reviewed by the Commonwealth's Attorney.
Keneja is doing fine, her parents say.
